Short answer: during the day, yes. At night, with your lights on, the effect reverses.

In daylight the outside is brighter, so it mirrors outward and you have full one-way privacy. The moment it is darker outside than inside — evening, lights on — the brighter side becomes your living room, and the reflection turns inward. Someone standing on the street can then see in much as they would through untreated glass.
